Horticulture Promotion in Kosovo

The Swiss Agency for Development and Cooperation has been supporting horticulture in Kosovo Since 2001.  The Danish Government has joined them to continue this support using a value chain approach as a leading principle in Horticulture Promotion in Kosovo (HPK) from 2008.  Externally the HPK programme was evaluated and suggested for a second component implementer of the HPK project.  After the tender process, Riinvest Institute was selected, with FiBL as a backstopping unit.  The HPK- Helvetas Swiss Intercooperation operated as a first component, whereas the HPK-RI operated as the new facilitation entity backstopped by the Research Institute of Organic Agriculture (FiBL).  The methodology used to implement this project has been preselected by the BU, and it is the Participatory Market Chain Approach (PMCA).  In order to analyze different market opportunities and promote nationally and internationally Kosovo products, the methodology allowed for value chain stakeholder interactions and meetings ending with positive business results.  The value chains supported by the HPK- Riinvest Institute team needed both direct interventions, and a systematic facilitating approach via thematic group meetings.  The overall HPK goal was that the horticulture agribusiness sector generates sustainable and broad-based employment and income for its actors and contributes to economic growth with the outcome that the value chains are competitive and sustainable and are underpinned by an effectively organized sector based on wide representation.
